ធនាគារជាតិនៃកម្ពុជា បានសម្ពោធដាក់ឱ្យប្រើប្រាស់ជាផ្លូវការ យុទ្ធសាស្ត្រអភិវឌ្ឍន៍វិស័យហិរញ្ញវត្ថុ ឆ្នាំ ២០២៥-២០៣០ នៅទីក្រុងភ្នំពេញ កាលពីថ្ងៃទី ១៧ ខែធ្នូ ឆ្នាំ ២០២៥។ យុទ្ធសាស្ត្រថ្មីនេះជាការធ្វើបច្ចុប្បន្នភាពលើកទី ៤ នៃផែនការអភិវឌ្ឍវិស័យហិរញ្ញវត្ថុ ដែលបានចាប់ផ្តើមពីឆ្នាំ ២០០១ ជាមួយជំនួយបច្ចេកទេសពីធនាគារអភិវឌ្ឍន៍អាស៊ី ដើម្បីឆ្លើយតបនឹងការផ្លាស់ប្តូរសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុនៅក្នុង និងក្រៅប្រទេស។ ពិធីសម្ពោធមានការចូលរួមពីអូន ព័ន្ធមុនីរ័ត្ន រដ្ឋមន្ត្រីក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ ជា សិរី ទេសាភិបាលធនាគារជាតិនៃកម្ពុជា និងភាគីដៃគូពីធនាគារអភិវឌ្ឍន៍អាស៊ី។ យុទ្ធសាស្ត្រនេះត្រូវបានរៀបចំយ៉ាងម៉ត់ចត់ ដឹកនាំដោយគណៈកម្មាធិការអភិវឌ្ឍវិស័យហិរញ្ញវត្ថុ មុនពេលទទួលបានការអនុម័តពីគណៈកម្មឯកោលនយោបាយសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ និងការអនុម័តចុងក្រោយពីនាយករដ្ឋមន្ត្រី ហ៊ុន ម៉ាណែត។

មន្ត្រីពាក់ព័ន្ធបានបញ្ជាក់ថា ការធ្វើបច្ចុប្បន្នភាពយុទ្ធសាស្ត្រថ្មី បង្ហាញពីប្តេជ្ញាចិត្តរបស់រាជរដ្ឋាភិបាលក្នុងការពង្រឹងប្រព័ន្ធហិរញ្ញវត្ថុឱ្យមានស្ថិរភាព ទំនើប និងសមរម្យនឹងបរិបទថ្មី រួមទាំងបច្ចេកវិទ្យាហិរញ្ញវត្ថុ និងការប្រែប្រួលសេដ្ឋកិច្ចសកល។ យុទ្ធសាស្ត្រថ្មីសំដៅគាំទ្រកំណើនសេដ្ឋកិច្ចប្រកបដោយចីរភាព កាត់បន្ថយគ្រោះថ្នាក់ និងលើកកម្ពស់សេវាហិរញ្ញវត្ថុសម្រាប់ប្រជាពលរដ្ឋ។ រដ្ឋមន្ត្រីសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ ក៏បានបង្ហាញទស្សនៈថា សេដ្ឋកិច្ចកម្ពុជាកំពុងស្ទុះកើនវិញបន្ទាប់ពីវិបត្តិកូវីដ-១៩ ហើយអាច dos ឈានដល់កំណើនប្រមាណ ៥,២ ភាគរយ ក្នុងឆ្នាំ ២០២៥ និងប្រមាណ ៥ ភាគរយ ក្នុងឆ្នាំ ២០២៦ ទោះបីប្រឈមជាមួយភាពមិនប្រាកដប្រជាភូមិសាស្ត្រ នយោបាយ និងពាណិជ្ជកម្មនៅលើពិភពលោកក៏ដោយ។

National Bank launches updated financial sector strategy 2025-2030

The National Bank of Cambodia has officially launched the Financial Sector Development Strategy 2025-2030 in Phnom Penh on 17 December 2025. The new strategy is the fourth update of Cambodia's long-term financial sector roadmap first introduced in 2001, developed with technical support from the Asian Development Bank to keep pace with rapid changes in domestic and global economic and financial conditions. The launch ceremony was attended by Economy and Finance Minister Aun Pornmoniroth, National Bank Governor Chea Serey and representatives from the Asian Development Bank. Officials said the document was carefully prepared by the Financial Sector Development Steering Committee and endorsed by the government's Economic and Financial Policy Committee before receiving final approval from Prime Minister Hun Manet.

The updated strategy aims to further strengthen a stable, diversified and modern financial system that can support sustainable economic growth and improved living standards. It seeks to harness financial technology while addressing new vulnerabilities, and to respond to rising global uncertainty, supply chain disruptions and geopolitical tensions. Authorities underlined that previous strategies helped build a more resilient financial sector, and that the new plan is aligned with Cambodia's vision of becoming an upper middle-income country. The government expects Cambodia's economy to grow by around 5.2 percent in 2025 and about 5 percent in 2026 despite external headwinds, with the financial sector playing a key role in mobilising investment and supporting more integrated and productive economic activity.
