លោកស្រី ហូ សុវណ្ណិកា រដ្ឋលេខាធិការក្រសងអភិវឌ្ឍន៍ជនបទ បានបញ្ជាក់ថា គោលនយោបាយជាតិអភិវឌ្ឍជនបទ ឆ្នាំ២០២៥-២០២៣៥ មានគោលបំណងធ្វើឱ្យប្រជាជនតំបន់ជនបទមានជីវភាពសមរម្យ ប្រកបដោយភាពធន់ និងចីរភាព។ នៅល្ងាចថ្ងៃទី១២ កុម្ភៈ ២០២៦ ក្នុងកិច្ចប្រជុំផ្សព្វផ្សាយគោលនយោបាយជាតិអភិវឌ្ឍជនបទ នៅសាលារាជធានីភ្នំពេញ លោកស្រីបានលើកឡើងថា គោលនយោបាយថ្មីនេះ នឹងជួយកាត់បន្ថយភាពក្រីក្រនិងជំរុញសេដ្ឋកិច្ចជាតិ ដោយធានាឱ្យប្រជាជនមានសុខភាពល្អ រស់នៅក្នុងបរិស្ថានស្អាត មានបណ្ដាញហេដ្ឋារចនាសម្ព័ន្ធតភ្ជាប់ និងកំណើនប្រាក់ចំណូលប្រកបដោយចីរភាព។ គោលនយោបាយកំណត់គោលដៅ៤ ចំណុចគឺ អភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធជនបទ សុខភាពនិងអាយុកាលប្រជាជន ភូមិសុវត្ថិភាពបរិស្ថានល្អ និងការកើនឡើងប្រាក់ចំណូលជនបទ។

គោលនយោបាយជាតិនេះកំណត់យុទ្ធសាស្ត្រ៥ ដើម្បីបម្លែងទៅជាកម្មវិធីអាទិភាព រួមមាន អភិវឌ្ឍន៍ហេដ្ឋារចនាសម្ព័ន្ធគមនាគមន៍ជនបទ ប្រកបដោយភាពធន់ ការផ្គត់ផ្គង់ទឹកស្អាត និងអនាម័យជនបទ អភិវឌ្ឍសហគមន៍ជនបទ និងចលនាភូមិមួយផលិតផលមួយ ភូមិគំរូ បង្កើនប្រាក់ចំណូលគ្រួសារជនបទតាមរយៈពិពិធកម្មសេដ្ឋកិច្ច និងនវានុវត្តន៍ការងារ និងលើកកម្ពស់អភិបាលកិច្ច ឌីជីថល និងកិច្ចសហប្រតិបត្តិការ។ ក្រសួងអភិវឌ្ឍន៍ជនបទ និងរដ្ឋបាលរាជធានីភ្នំពេញ បានបញ្ជាក់ថា ការអភិវឌ្ឍជនបទអាស្រ័យលើហេដ្ឋារចនាសម្ព័ន្ធតភ្ជាប់ អនាម័យ ទឹកស្អាត សុខភាពសាធារណៈ និងការបណ្តុះបណ្តាលវិជ្ជាជីវៈ ដើម្បីបង្កើតមុខរបរ និងចំណូលសម្រាប់ប្រជាពលរដ្ឋជាយក្រុង និងជនបទ។ ក្រោយកិច្ចប្រជុំ យោបល់រួមគឺ ត្រូវការ ក្រសួង ស្ថាប័ន អាជ្ញាធរថ្នាក់ក្រោមជាតិ និងដៃគូអភិវឌ្ឍ ចូលរួមអនុវត្តគោលនយោបាយ ដើម្បីសម្រេចចក្ខុវិស័យ កសាងសង្គមជនបទឱ្យមានវិបុលភាព សមធម៌ និងចីរភាព។

National rural development policy 2025-2035 focuses on resilient and inclusive communities

Secretary of State Hou Sovanika of the Ministry of Rural Development stated that Cambodia's national rural development policy for 2025-2035 aims to ensure decent, resilient and sustainable living conditions for people in rural areas. Speaking on 12 February 2026 at a dissemination meeting on the policy held at Phnom Penh City Hall, she said the government framework is designed to reduce poverty and support national economic growth by improving rural health, environment, connectivity and sustainable incomes. The policy sets four main outcomes: better connected rural infrastructure, improved health and life expectancy, safe and environmentally sound villages, and sustainable income growth for rural households.

The policy outlines five key strategies that will be translated into priority programmes: developing and maintaining resilient rural transport and infrastructure; expanding access to clean water and rural sanitation; strengthening rural communities, including the One Village One Product and model village movements; increasing rural household income through economic diversification and job innovation; and promoting good governance, digital governance and partnerships. Phnom Penh deputy governor Tima Vichekal highlighted that rural development work focuses on connectivity, sanitation, clean water, public health and vocational training to create jobs and income for peri-urban and rural residents. Officials expressed hope that ministries, subnational administrations, development partners and civil society will coordinate closely to implement the policy and achieve the vision of prosperous, equitable and sustainable rural communities across Cambodia.
