នៅថ្ងៃទី២៧ ខែវិច្ឆិកា ឆ្នាំ២០២៥ អគ្គនាយកធនាគារអភិវឌ្ឍន៍ជនបទ និងកសិកម្ម ARDB លោក កៅ ថាច បានដឹកនាំកិច្ចប្រជុំនៅសាខាបាត់ដំបង ជាមួយមេដឹកនាំសហព័ន្ធស្រូវអង្ករកម្ពុជា CRF និងតំណាងរោងម៉ាស៊ីនកិនស្រូវពីខេត្តគោលដៅ។ កិច្ចប្រជុំនេះមានគោលបំណងត្រួតពិនិត្យលទ្ធផលប្រើប្រាស់មូលនិធិពិសេសរបស់រាជរដ្ឋាភិបាលតាមរយៈ ARDB ក្នុងការទប់ស្កាត់ការធ្លាក់តម្លៃស្រូវ និងធានាការប្រមូលទិញស្រូវពីកសិករឱ្យទាន់ពេល។ភាគីចូលរួមបានលើកឡើងបញ្ហាតម្លៃស្រូវធ្លាក់ដោយឥទ្ធិពលទីផ្សារអន្តរជាតិ និងការប្រកួតប្រជែងជាមួយប្រទេសជិតខាង បញ្ហាឃ្លាំងស្តុកស្រូវពេញលឿន និងសមត្ថភាពប្រកួតប្រជែងអង្ករកម្ពុជានៅលើទីផ្សារបរទេស។

ដើម្បីឆ្លើយតបទៅនឹងបញ្ហានេះ ARDB នឹងបន្តបញ្ចេញកញ្ចប់ឥណទានបន្ថែមមានភាពបត់បែន ដើម្បីជួយរោងម៉ាស៊ីនប្រមូលទិញស្រូវរដូវក្រោយ និងបន្ថយសម្ពាធលើកសិករ។ ក្រុមការងារក៏លើកទឹកចិត្ត CRF ឱ្យសហការជាមួយក្រសួងពាក់ព័ន្ធ ក្នុងការរកទីផ្សារនាំចេញថ្មី កែច្នៃអង្ករប្រភេទពិសេស ដើម្បីបង្កើនតម្លៃបន្ថែម និងភាពប្រកួតប្រជែង។ កិច្ចប្រជុំនេះក៏ជំរុញឱ្យរោងម៉ាស៊ីន និងកសិករ ចុះកិច្ចសន្យាកសិកម្ម និងផែនការផលិតតាមតម្រូវការទីផ្សារ ដោយមានការសន្យាសហការយ៉ាងសកម្មរវាងរដ្ឋាភិបាល ARDB និងវិស័យឯកជន ក្នុងការរក្សានិរន្តរភាពវិស័យស្រូវអង្ករ។

ARDB and Rice Federation Move to Tackle Falling Paddy Prices and Stockpile Pressure

On 27 November 2025, Rural Development and Agricultural Bank (ARDB) Director General Kao Thach chaired a meeting at the Battambang branch with leaders of the Cambodia Rice Federation (CRF) and representatives of major rice millers from key provinces. The meeting reviewed how the government's special financing, channeled through ARDB, has been used to prevent sharp declines in paddy prices and to ensure timely purchase of paddy from farmers. Participants highlighted that current price drops are driven mainly by global market volatility and fierce price competition with neighboring and major exporting countries, as well as full storage capacity at mills after intensive use of concessional loans to buy from farmers.

To address these challenges, ARDB will prepare additional flexible credit packages to support continued paddy procurement in the coming harvest season and reduce pressure on farmers. Kao Thach also encouraged CRF to work closely with relevant ministries to strengthen export strategies, seek higher-value markets, and promote processing of premium rice varieties to increase value-added and competitiveness. The meeting further called for contract farming and production planning focused on high-demand rice varieties, aiming to reduce price risk. Both the government, through ARDB, and the private sector, including CRF and rice millers, pledged active cooperation to manage the paddy price crisis and support the long-term sustainability of Cambodia's rice sector.
