សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត បានចេញសារលិខិតក្នុងឱកាសទិវាជនមានពិការភាពកម្ពុជាលើកទី២៧ ដែលប្រារព្ធនៅថ្ងៃទី៣ ខែធ្នូ ឆ្នាំ២០២៥។ សហគមន៍ ព្រះរាជាណាចក្រកម្ពុជាបានតស៊ូស្តាប់ការយកចិត្តទុកដាក់ដ៏ខ្ពស់ក្នុងការលើកស្ទួយជនមានពិការភាព ហើយតែងតែប្រកាន់ខ្ជាប់នូវសិទ្ធិ និងសុខុមាលភាពរបស់ជនមានពិការភាព។ សារលិខិតបានលើកឡើងពីជោគជ័យថ្មីៗក្នុងការអនុវត្តអនុសញ្ញាស្ដីពីសិទ្ធិជនមានពិការភាព នៅកម្ពុជានិងសាកលលោក។

រាជរដ្ឋាភិបាលកម្ពុជាបានសហការជាមួយអង្គការសហប្រជាជាតិនិងជនរួមជាតិ ដើម្បីប្រារព្ធទិវាជនមានពិការភាពនេះ ក្នុងការលើកឱកាសនិម្មិតវឌ្ឍនភាពទីភ្នាក់ងារគ្រប់គ្រង និងសក្តានុពលអភិវឌ្ឍន៍ក្នុងសង្គម។ សារលតិតនេះមានចំនុចទាក់ទាញក្នុងការកក់ដាក់ប្រយោគអំណរ លើសពីបច្ចៀសជ៊ីវិតគ្រប់គ្នាក្នុងគុណតម្លៃមនុស្សជាសកល ហើយដឹងច្បាស់ថាមានភាពជយមាន់ឬមានការកសាងខ្ពស់បរិក្ខាគ្រប់គ្រងឡើងវិញ។
