នៅថ្ងៃទី១ ខែធ្នូ ឆ្នាំ២០២៥ សម្ដេចកិត្តិព្រឹទ្ធបណ្ឌិត ប៊ុន រ៉ានី ហ៊ុនសែន ប្រធានកាកបាទក្រហមកម្ពុជា បានចេញសារអំពាវនាវ៧ចំណុចទៅកាន់ប្រជាពលរដ្ឋ ក្នុងឱកាសទិវាពិភពលោកប្រយុទ្ធនឹងជំងឺអេដស៍ក្រោមមូលបទសកល 'យកឈ្នះការរំខាន បរិវត្តកម្មឆ្លើយតបនឹងជំងឺអេដស៍'។ សារនេះអំពាវនាវឱ្យប្រជាពលរដ្ឋចូលរួមជាមួយរាជរដ្ឋាភិបាល និងកាកបាទក្រហមកម្ពុជា ក្នុងយន្តការជាតិតែមួយ ដើម្បីសម្រេចគោលនយោបាយបញ្ចប់អេដស៍ និងធានាចីរភាពកម្មវិធីអេដស៍ឆ្នាំ២០២៣-២០២៣០។ គាត់លើកទឹកចិត្តយុវវ័យបង្កើតផ្នត់គំនិតវិជ្ជមាន បង្ការការឆ្លងមេរោគអេដស៍ ចៀសវាងគ្រឿងញៀន គ្រឿងស្រវឹង និងបារីអេឡិចត្រូនិក និងចូលរួមផ្សព្វផ្សាយចំណេះដឹងអេដស៍ក្នុងសហគមន៍។ សារនេះក៏លើកឡើងអំពីការធ្វើតេស្តឈាមឆាប់រហ័សសម្រាប់អ្នកប្រឈមហានិភ័យ ការថែទាំស្ត្រីមានផ្ទៃពោះ ដើម្បីទប់ស្កាត់ការឆ្លងពីម្តាយទៅកូន ការប្រើស្រោមអនាម័យ១០០% ស្វែងរកឱសថបង្ការ និងការបន្តលេបឱសថប្រឆាំងមេរោគអេដស៍ដោយទៀងទាត់។

សារអំពាវនាវក៏ស្នើឱ្យសង្គមមិនរើសអើង និងមិនមាក់ងាយអ្នករស់នៅជាមួយមេរោគអេដស៍ ហើយបង្កើនការគាំទ្រសង្គមចំពោះក្រុមមនុស្សនេះ។ សម្ដេច ប៊ុន រ៉ានី បានបញ្ជាក់ថាកម្ពុជា បានសម្រេចគោលដៅសកល២ចំណុច រួមមាន អ្នកដឹងស្ថានភាពផ្ទុកមេរោគអេដស៍ទាំងអស់ទទួលឱសថប្រឆាំងមេរោគអេដស៍ និងក្នុងចំណោមអ្នកព្យាបាលមាន៩៨% បានបង្ក្រាបមេរោគយ៉ាងមានប្រសិទ្ធភាព។ ទោះមានបរិយាកាសពិភពលោកពិបាក និងការរំខានតាមព្រំដែនកម្ពុជា-ថៃ ក៏រាជរដ្ឋាភិបាលនៅតែប្តេជ្ញាបន្តអនុវត្តគោលនយោបាយបញ្ចប់អេដស៍ និងបង្កើនភាគរយអ្នកសង្ស័យមានមេរោគអេដស៍ មកធ្វើតេស្តឈាមឱ្យឈានដល់លើស៩៥%។ កាកបាទក្រហមកម្ពុជាកំណត់អាទិភាព៤ចំណុច រួមមាន ពង្រឹងភាពជាអ្នកដឹកនាំ និងសហគមន៍ អប់រំការបង្ការ ផ្តល់សេវាគាំទ្រសង្គម និងលើកកម្ពស់បរិយាកាសមិនរើសអើងក្នុងសង្គម។

Hun Sen Bun Rany issues seven-point call for World AIDS Day 2025

On 1 December 2025, Hun Sen Bun Rany, President of the Cambodian Red Cross, issued a seven-point appeal to the public to mark World AIDS Day under the global theme 'Overcoming barriers, transforming the AIDS response'. The message urges all Cambodians to work closely with the Royal Government and the Cambodian Red Cross in a single national mechanism to achieve the national policy to end AIDS and ensure the sustainability of AIDS programs for 2023-2030. She calls on young people to adopt positive behaviour to prevent HIV infection, avoid drugs, alcohol and electronic cigarettes, and act as peer educators in their communities. The appeal encourages those who may have been exposed to HIV to seek counselling and testing quickly, pregnant women to attend regular antenatal care and HIV and syphilis testing, and people at high risk to use condoms 100 percent of the time and access preventive medicines. People living with HIV are urged to adhere strictly to antiretroviral treatment and medical appointments.

The statement calls on the public to end stigma and discrimination against people living with HIV and AIDS patients and instead provide support and protection. Hun Sen Bun Rany highlighted that Cambodia has already met two global AIDS targets: all people who know they are HIV positive receive antiretroviral treatment, and 98 percent of those on treatment have achieved viral suppression. Despite global challenges, funding pressures and tensions along the Cambodia-Thailand border, the government remains committed to implementing the 2023-2030 end-AIDS policy and raising the share of people who suspect they have HIV and get tested to above 95 percent. The Cambodian Red Cross has set four priorities: strengthening leadership and community ownership, expanding prevention education especially among youth and key populations, providing social support services, and promoting a non-discriminatory environment for people living with HIV nationwide.
